[useradmin] Fix multibackend invalid password removes drop down to select Local

If you have Ldap with NT_DOMAIN set which gives you the "select server" drop down for login. Then you enable Multiple Backends, you get "LDAP" and "Local" in the drop down. Login works, but if you select "Local" and put the wrong password. You get the login page again and the drop down is missing.
