[oozie] Fix error with Workflow parameter on rerun

The Oozie Workflow Editor allows you to set a Parameter >4K however it fails to run or rerun the workflow and results in the errors below. It is possible however to successfully run the associated Sqoop Action via a Oozie Coordinator as well as via the Sqoop1 CLI.
The defect here is that it sort-of works. If we are not going to allow job run/re-run when a parameter is >4K we should consider disallowing the creation of a parameter >4K. Being that sqoop does not seem to have this limitation please consider fixing the issue with run/re-run.
