[oozie] Retain old dependencies when saving a workflow

Create a workflow. I did just a single shell action that does ls
Create a coordinator that references that workflow.
Create a bundle that references that coordinator.

Go to the workflow the bundle runs and edit it.
Save the workflow
Submit the bundle again and it'll be broken.
