[oozie] Upgrade oozie spark action to support spark-action:0.2 schema version

1. Add FILES+ button
2. Main class should be optional

Note:
1. HDFS path doesn't work in client mode. You would need to give just the filename in jars/py field and specify the path in <file> tag
2. Cluster mode supports both relative and absolute path in HDFS
