[editor] Make it possible to turn autocomplete on or off

For the Autocomplete, need to put two flags:

a) Server wide - when it's turned on, autocomplete gets switched "off". Doesn't fall back to "old" autocomplete. It's completely off.

b) Per user: user should be able to turn "off", if the (a) is turned "on".
