Unable to kill jobs after Resource Manager failover

            Description

            Issues exists in nightly57 as well. Steps and error:

            • Make sure you have Yarn HA enabled. I tested with SSL and Kerberos, not sure if it's required.
            • Run a Yarn job.
            • Restart the active Yarn Resource manager so the failover happens.
            • Run a new Yarn job and try to kill it. You get:
