[backend] Provide Kerberos Mutual Authentication disable switch in "hue.ini"

One can disable mutual authentication from the server, currently in some cases where mutual authentication is "REQUIRED" or "OPTIONAL" then randomly hue fails to establish secure connection with REST endpoint.
