[desktop] Retain last_modified when sharing sample docs in sync_documents

1. Upgrade does document conversion which avoids converting examples
2. After upgrade when user does import docs, it internally calls sync_documents()
sync() shares all the 'hue' user docs to all the users and removes the tag – changing the timestamp to current.
