[core] Add Hue shell command to set CM environment

      Description

      Run Hue shell commands and user get very confused and miss steps when try to set:

      HUE_CONF_DIR=/var/run/cloudera-scm-agent/process/392-hue-HUE_SERVER
      HUE_DATABASE_PASSWORD=cloudera
      HUE_IGNORE_PASSWORD_SCRIPT_ERRORS=1

      It would be very easy for Hue to use:

      /var/run/cloudera-scm-agent/supervisor/include/392-hue-HUE_SERVER.conf

      In order to set it for them. So they could do something like:

      /opt/cloudera/parcels/CDH/lib/hue/build/env/bin/hue environment
      /opt/cloudera/parcels/CDH/lib/hue/build/env/bin/hue migrate --merge
