[backend] Force debug logging in server logs does not get all debug

The force debug logging option in server logs does not enable all debug logging. We only get thrift and static content. We are missing http_client(hdfs, navigator)/requests debug, saml debug, ldap debug. Can we get this to cover all debug logging. Also, the server logs can be extremely slow for customers sometime, can we move this check box and the hostname info to it's own page?
