[jb] UnicodeEncodeError occurs in Job Browser when browser language is not English

            Description

            1. Go to Job Browser.
            2. Click on a job.
            3. You will find that the default tab is selected. The popup exception is displayed:
            'ascii' codec can't encode characters in position 0-2: ordinal not in range(128)
