HBase do-release-build should build javadocs

            Description

            Garrett Wu reports on cdh-user that http://archive.cloudera.com/cdh/3/hbase-0.90.1-CDH3B4/apidocs/index.html is a broken link.

            We should fix this manually for b4 and u0, and for u1 fix the do-release-build script to call the javadoc target.
