flume master should persist data into /var/ somewhere

      Description

      Currently the default for flume masters is to write persistent data to /tmp/flume-zk. This is a bad place because it does not survive reboots, and may be evicted. somehwere in /var/ is likely to be the appropriate LSB place for this data.
