NameNode gives incorrect error if starting with unformatted name dir

            Description

            If the NN's dfs.name.dir doesn't exist when the NN is started, it fails with an error from DF during initialization of NameNodeResourceChecker, rather than the correct error about an unformatted name dir. The backport of HDFS-1594 seems to have introduced this bug.
