Rules for packaging web applications in CDH need to change

            Description

            Currently, this issue applies exclusively to Oozie, since it is the only component implemented as a J2EE web application.

            In general, for CDH4 we have to:

            • start packaging war files as exploded war files
            • have a capability for re-using catalina web server
