Tasks don't log if mapred.userlog.limit.kb is set to non-default value

            Description

            when mapred.userlog.limit.kb is set to non-default value, there are no task logs. Sometimes even if there are logs, those are not shown on the web-ui as the log index file is not updated correctly.
