task-controller in CDH3b3 RPMs is missing HADOOP_CONF_DIR define

            Description

            It seems that in our RPM builds, we didn't properly set the HADOOP_CONF_DIR define when compiling task-controller, and thus the task controller looks in the wrong spot for task-controller.cfg. The RPM spec seems to call ant directly and not actually recompile task controller with the proper defines.
