Flume packages should be split into node and master to reduce install bloat

            Description

            The flume rpm should be split into separate packages for the master and the node so agent machines do not have to install zookeeper and hadoop packages. If we want to simplify life we can also have a flume meta package that just pulls in node and master as deps.
