Resource Manager ends up in infinite loop making container reservations

            Description

            We experienced this - http://community.cloudera.com/t5/Batch-Processing-and-Workflow/Resource-Manager-ends-up-in-infinite-loop-making-container/td-p/56243 after upgrading to CDH 5.12

            From what I can tell from reviewing changelog, the patch for YARN-4477 has been included in every Cloudera release since CDH5.7.0.

            We saw negative numbers for CPU and reserved memory.
