Add a directory tail source.

This source, which will likely be named 'tailDir' will take a directory and/or a regular expression and tail all files that match. Any new files that appear while the source is open will be added to a list of files to be tailed.

This will revive the old DirWatcher code, and likely use a multiTail internally.
