Flume nodes are in DECOMMISSIONED state if master is killed and brough back up.

      Description

      When a master goes down, and then comes back up, nodes that were previously IDLE or ACTIVE are reported to be DECOMMISSIONED (they should still be IDLE or ACTIVE).

      Procedure to duplicate:

      Start a master
      Start a node
      Notice that the node is IDLE
      Restart the master
      Notice that the node is now DECOMMISSIONED.
