Add 'dumplog' command to bin/flume

When debugging WAL and DFO entries, it is cumbersome to have to enter:

flume dump 'seqfile("filename")'

This adds a simple command to make this particular dump easier (and allows for tab completion in shells, etc):

flume dumplog filename
