Output format args can't be given via the configuration language

            Description

            You can't:

            syslogTcp(5140) | text("avrodata('deflate')")

            Or anything like that ... this is true for everything that uses output formats as far as I can tell.

            When this is fixed, FLUME-250 needs to be revisited.
