Unit Test system needs ability to extend java.library.path without modifying build.xml

            Description

            Currently build.xml overrides the java.library.path without pulling in the env variables in the test section. This needs to be extend to load in JAVA_LIBRARY_PATH and/or LD_LIBRARY_PATH. This allows for Compression Codecs access to there native libs.
