High message rate with SyslogTcpSourceThreads can lead to OOM

            Description

            Under high load, the internal buffer used by the SyslogTcpSourceThreads will grow until all memory is consumed and the server eventually locks up due to GC thrashing and/or OutOfMemoryExceptions.
