Add ability to exclude or include arbitrary tests to maven build.

The ant build had the ability to focus on particular tests by explicitly including or excluding sets of tests. The current maven setup lacks this functionality. This is very useful for setting up tests to ignore flaky tests or to focus on flaky tests.
