[oozie] Coordinator submission should prefil variables from workflow properties

When I submit the coordinator the Oozie editor seems to think those property references in the workflow are undeclared (which is true at the workflow level but would be pushed down by the coordinator) and it brings up the dialog box where they can be manually entered.

Current workaround: leave them as blank in the popup
