[jobsub] Various js bugs

1. check all checkbox checked even if no workflows
2. create new worklow 400 error
3. then listing workflow has js error
4. Args arg get FB button appended all the time (should not be added if already there, like in Oozie)
5. The legend "You can parameterize..." should not escape the <code>

They are also many other bugs but probably due to the js errors.
