[oozie] API and ImportWorkflow should be encoding aware

Trying to save a workflow with a name in a different language (IE: åtest) gives the following error:

'ascii' codec can't encode character u'\xe5' in position 959: ordinal not in range(128)

This also happens when importing workflow.
