[search] Not remembering collection after a trip to the customize collection page

Weird Issue of not remembering collection after a trip to the customize collection page.

Reproduction Steps:
1. go here http://xxxx:8888/search/?collection=1&query=&fq=&sort=&rows=&start=&facets=
2. Choose Cases from drop down
3. Customize Collection
4. Search Page
5. Now the search drop-down is still in Cases, now search for something.
On page refresh it goes to the first collection in the list which is Collection Configs
