[core] Create the users home directory automatically at login

            Description

            We have enabled LDAP authentication in HUE (desktop.auth.backend.LdapBackend). When a user logs for the first time, he appears in 'User Admin' but has no home directory. The home directories should be created automatically as AllowFirstUserDjangoBackend does.
