[Fb] Can't open files with encoded characters in their names

      Description

      When trying to read a file named
      "job_1383328323287_0019-1384802380173-admin-oozie%3Alauncher%3AT%3Ddistcp%3AW%3DDistCp%3AA%3DDistCp%3AID%3D00000-1384802397163-1-0-SUCCEEDED-default.jhist"
      in the FileBrowser, it failed and gave this error:

      InvalidPathException: Invalid path name Invalid file name: /user/history/done_intermediate/admin/job_1383328323287_0019-1384802380173-admin-oozie:launcher:T=distcp:W=DistCp:A=DistCp:ID=00000-1384802397163-1-0-SUCCEEDED-default.jhist (error 400)

      It does work from the Hadoop CLI:
