[jobbrowser] Job browser should talk to the YARN history server to display old jobs

            Description

            Right now Hue's job browser talks to the resource manager to get the active jobs, but if the resource manager is restarted, we lose that information. To display "expired" jobs, it could be useful to also talk with the job history server to display those older jobs when checking the "expired" box.
