Hue file upload always creates files as hue user when running against insecure cluster

If we're running against a secure cluster, then Hue fetches delegation tokens before file upload and authentication happens that way. If we're not running against a secure cluster, then the upload happens but the file is still owned by the hue user. Need to drop privileges and chown in this case.
