[spark] Show error and disable snippet if session timeouts at creation

Hue waits 60 seconds for a session to start up. However, there is no guarantee that that YARN has the available space to start a new session, so it's possible the session won't be ready in 60 seconds. We should at least detect this condition and display an error message saying "No space available in YARN for more sessions."
