[oozie] Save coordinator button only visible on steps 4 and 5 when editing

The "Save coordinator" only shows up in steps 4 and 5 when editing an oozie coordinator.

This seems logical when adding a new coordinator, but when I just need to change a small setting, I need to click next a few times or on the step 4 or 5 tab to get to the save button.

So I think it might be useful to show the save button on all steps when editing.
