[hive] Allow sample on partitioned tables in strict mode

            Description

            If you're running hiveserver2 in "strict" mode, you currently can't get a Sample of the data on partitioned tables as hiveserver2 returns an "no partition predicate" error.

            This patch alters the get_sample function to handle the case where the table is partitioned.
