[spark] Improve how livy-server kills applications

It appears that while livy-server is instructing livy-repl to shut down, it's not necessarily hearing back that the repl has shut down. livy-server should treat connection errors to the repl as the that it's been shut down. Furthermore, it should wait until the yarn application has quit just to be safe.
