Make Splitview's fixed side be the one with the explicit size

Splitview right now allows you to specify a fixed size for either the left/right or bottom/top of the view, but this size isn't preserved when you resize the window because the fixed side is always the left/top. Change this so it fixes the side with the explicit height/width.
