[metastore] Add 'external' table option into the create table wizard

            Description

            When using sentry and an external DB, creating a non external table will fail with:

            Got exception: org.apache.hadoop.security.AccessControlException Permission denied: user=hive, access=WRITE, inode="/user/romain/warehouse":romain:romain:drwxr-xr-x at

            An alternative is to set an HDFS acls to allow 'hive' in the warehouse.
