Make extra_configs in mini_cluster.py command line arguments instead of core-site.xml configs

            Description

            In mini_cluster.py, extra_configs is a dictionary that get written out to core-site.xml. It is not necessary that the source of all custom configs be core-site.xml. Instead make them command line arguments to the MiniHadoopCluster.
