Default taskScheduler and MR queue names for mini cluster

Adding configs to minicluster's mapred-site.xml to control the taskScheduler and MR queue names. The default values are set to the FIFO scheduler and queue default. They can be modified in a test by implementing setup_test_environment and setting the new variables to desired values.
