[oozie] Disable start import button until a file is selected

In Oozie Editor, Coordinators Import I see “Import HUE documents” when clicked Import without “select json file” HUE fails with below msg.
Failed to import documents, the file does not contain valid JSON

The button should be highlighted only after select json file input is given.
