[notebook] Allow dbproxy classpath to be configurable

Allow dbproxy classpath to be configurable. This is required to add additional databases to be used in the hue notebook. For example, when enabling the Presto notebook using the Presto JDBC driver, you need to add the JDBC driver to the dbproxy classpath.
