New management command runserver is not backwards-compatible

            Description

            The new management command runserver is the new entry-point for Hue. However, this breaks backwards compatibility with existing scripts, etc., which believe that runcpserver is the entry-point. We should rename some management commands and entry points so that existing scripts do not break.
