[Backend] Upgrade cx_Oracle python library to 5.2.1

            Description

            Currently cx_Oracle python library is at cx_Oracle-5.1.2 version which does not support Oracle 12g database and client.

            If we upgrade to cx_Oracle-5.2.1 python library then we can support Oracle 12g.
