[hue2] PopupException renders incorrectly in Edit User dialog

If you go to the edit user page as the last superuser in the system and attempt to remove yourself as a superuser, an exception bubbles up saying you cannot remove the last superuser. However, the navbar also renders in the modal dialog, which is incorrect.
