[dashboard] Add ability for user to disable dashboard

            Description

            Starting Hue-4.1.0, dashboard cannot be disabled as long as there are SQL interpreters enabled in hue.ini, for example having 'beeswax' enabled for Hive.

            We need to add ability to allow user to choose whether dashboard is enabled or not.
