[oozie] Use universal action bar

Currently it is also cumbersome to go back to the list of all the workflows/coordinators pages for submitting a workflow/coordinator. So in addition, add the actions (e.g. 'Submit', 'Delete', 'Clone') from the 'Workflows' and 'Coordinators' Editor pages to the 'Edit Workflow' and 'Edit Coordinator' pages. These parts might need to be put in a common template in order to avoid duplication.
