[oozie] Protect from invalid external action id

            Description

            The "/oozie/list_oozie_workflow/0000001-121017090135646-oozie-oozi-W/" can have an invalid "action.externalId" and show a 500 error.

            Liboozie filters out bad external action id in 'Fork'. We should do it in a generic way for also decision node and email action.
